I AM RENTING OUT THE BASEMENT OF MY HOME. MY TENANTS, EVEN WHILE LIVING ON THE UPPER FLOOR, INSISTS ON LEAVING LIGHTS ON ALL THE TIME, (EVEN DURING THE DAY, AND WHILE SHE IS GONE). I AM SO TRED OF WALKING AROUND AND SHUTTING THEM OFF. I EVEN TRIED TO SWITCH TO THOSE "MONEY SAVING BULBS", AND SHE JUST CHANGED THEM BACK. WHAT DO I DO? I NEED SUGGESTIONS BADLY.

Does you lease commit you to pay for Utilities?
If not - have her unit separately metered and make her pay the charges!
If you are required to pay utilities - wait til the lease expires and modify on renewal.
