Our city ordanices stipulate that the tenants of the residences must keep the sidewalks and stairs shoveled and cleared of snow.Should someone fall and injure themselves, who is ultimately responsible for any medical and other expenses in a lawsuit? Will the owner or the tenants be liable?

I'm looking for companies that will provide structure and liability insurance for a six unit apartment building. I already have one company but I need more to compare rates and coverage. Any suggestions would be great. Thanks!
