Here's the cituation.I am a owner of a townhouse. I rented to a couple and a elderly parent. The mother has recently been confined to a wheelchair.In order to get into the unit you must go up on flight of stairs and then go accross the sidewalk and down 2 flights. The couple says im not in compliance with the fair housing act. My building was built in 1973. IS this true? Would I be responsible to bring it up to code? This stairs lead to other units as well.and the stairs are on a hill outside.HELP
