I'm in a rent control area and last July, landlords who owned in rent control areas were able to raise the rent to 5%. however, I believe that if your not in a rent control area, there is no certain % to raise the rent. however, call info. for the # to the Apt. Associate of Greater L.A., become a member and they can perhaps give you a better answer.

Since you live in California I would check to make sure there is'nt any restrictions/rent control on the amount of rent you can charge

YOu can raise it as much as you want to. I would compare it to other local rentals and see what price comparable units are renting for - ie. number of bedrooms, bathrooms, square feet.
